uralkal: drop cde-env for now — its extra_fields read rabbitmq/apps/cde and vault/common/rsa_keys, which vault-secrets hasn't created yet on a fresh apply, and secrets runs before vault-secrets alphabetically. Re-add once cde-env's real config is ready, via the STACKS=vault-secrets bootstrap run.
